Purpose
As stated in the articles of incorporation the purpose of the HOIECA is to:
- protect and promote the best interest of property owners in the subdivision
- strive for improvement, maintenance and management of roadways and utilities
- encourage a better community and civic spirit among all property owners
- cooperate with civic and public organizations for the promotion of social welfare of the people
Contributions (Dues)
We ask property owners to voluntarily pay $60/year per property. About 90% of the contributions go to road maintenance the rest is used for business expenses (stationary, stamps, PO Box fee, etc).
Generally we take in less than we spend on road maintenance each year which means we will soon run out of money unless more people choose to pay up, so Please Make a 2024 Contribution!!

Non-profit Status
The HOIECA is a 501(c)(4) organization. This means that the association is exempt from paying taxes; however, this status also means that contributions to the HOIECA are not tax deductible.
Road Work
Road repairs are handled on an as needed basis. Board members conduct a subdivision wide road assessment 1-2 times per year, as well as in response to messages we receive. At least once a year we hire local contractors to grade roads and create drainage, cut brush as well as to deliver & spread gravel. Smaller repairs are often conducted by road board members hauling gravel with their own vehicles. Note that HOIECA can reimburse residents (within limits) for gravel hauled for road repair. Meetings
The annual general membership meeting takes place in the last quarter of the year; the exact date will be announced via email and/or postal mail and on this website several weeks prior.
Board meetings take place irregularly, based on need (1-4 meetings/year). Meetings are held at various private residences. Please contact to [email protected] if you would like to attend a board meeting and we will inform you of the date and location for the next meeting.

All of the current board members have served over a decade, some of them for two decades. We are running out of energy, please consider joining the board!
Membership
Full members - essentially all lot owners. As per our by-laws, all full members who are current with their dues have voting rights.
Associate members - renters or lessees who choose to participate in the HOIECA, currently we have no associate members.
